The only way that MIGHT work¹-and you won't like it-is to create a new Steam account and share your games from your original account, and disable cloud synch, and play in OFFLINE MODE only. You can delete progress, but, this probably will not accomplish what you want-to start over with a clean slate (refer to Scarred For Life) even if you disable cloud synch for the game, you'll get errors that will require downloads from the HItman server.which restores the progress you just deleted. IOI thus welcomes you to Scarred For Life gameplay.
